Rich Koch, FSA, EA, MAAA

Rich is a Consultant in GRS’ Southfield, Michigan office. He has more than 15 years of professional experience, which includes over 8 years of actuarial and benefits consulting experience. Prior to becoming an actuary, Rich taught high school mathematics for 6 years.

Rich provides actuarial consulting to local government and statewide public employee retirement systems and OPEB plan sponsors in Michigan, Illinois, Virginia and Wisconsin. With respect to retirement systems, his experience covers traditional DB and hybrid plans, covering single-employer, multiple-agent employer, and multiple-employer cost-sharing funding structures.

For retirement systems, Rich’s primary responsibilities include GASB 67/68 valuations and reporting, cash flow projections, contribution and funding level sensitivity analysis, and experience studies. His expertise includes §415 and service purchase calculations. Rich has performed cost studies for proposed benefit changes associated with multipliers and retirement eligibility. He has also worked on actuarial audits, both limited-scope reviews and full-replication audits.

Rich’s retiree healthcare work covers GASB 74/75 valuations and reporting, including the calculation of per capita costs. He has also performed health care trend and sensitivity analysis.
