Louise Gates, ASA, FCA, MAAA

Louise Gates is a Senior Consultant in GRS’ Southfield, Michigan office.  She has more than 30 years of public pension and retiree health plan consulting experience.  Louise is the lead consulting actuary for several large retirement systems in Michigan, Oklahoma, and South Dakota.

Louise’s manages all aspects of her clients engagements.  Her experience covers actuarial valuations, experience studies, gain/loss analyses, cash flow projections, plan redesign analyses, and GASB 67 and 68 compliance. 

Louise has significant experience with public employee retirement plan design, including Deferred Retirement Option Plans (DROP), defined benefit to defined contribution conversion studies, benefit tiers, hybrid plans and Early Retirement Incentive Programs.  She has extensive experience with actuarial audits for municipal and statewide retirement systems and retirement plan obligation bonds.

Presentations and Publications

Louise routinely conducts educational seminars for employees, trustees, and administrative staff. She is a frequent speaker at public employee benefit conferences such as the National Conference of Public Employee Retirement Systems (NCPERS), OPAL, and the Michigan Association of Public Employee Retirement Systems (MAPERS).  Louise has also authored and co-authored articles on actuarial topics for the International Foundation of Employee Benefit Plans (IFEBP), MAPERS’s PensionScope and the Society of Actuaries.
